Large Development Review (LDR)

Denver’s Large Development Review (LDR) is a comprehensive evaluation to determine the sequence of regulatory steps for large, multiyear development projects, like Rock Drill RiNo. The LDR is a collaborative effort that engages developers, city agencies and community members at the first phase of the development process to ensure projects are aligned with adopted city plans and major issues related to site infrastructure, open space, and design are addressed.

Infrastructure Master Plan (IMP)

The Infrastructure Master Plan (IMP) determines mobility, wastewater, stormwater and utility infrastructure investments required to support development projects. Multiple city agencies will contribute to the IMP to ensure Rock Drill RiNo is fully integrated as a community hub for the Cole Neighborhood.

Rezone

The Denver Zoning Code regulates land uses and building forms. Denver Rock Drill is currently zoned for industrial use. OliverBuchananGroup is seeking to rezone the property to allow development of mixed-income residences, creative office spaces and community-serving retail on the site. We’re still determining which mixed-use zone district is most appropriate for the site. The rezoning process will provide multiple opportunities for public participation, including required public hearings before Planning Board and City Council.

Community Information Meeting (CIM)

An LDR Community Information Meeting (CIM) was co-hosted by OliverBuchananGroup and Denver Community Planning & Development on November 8th, 2023 at Industry RiNo. The meeting provided a formal opportunity for the community to learn the facts, ask questions and provide feedback on redevelopment plans for the Rock Drill RiNo site. Registered neighborhood organizations, local residents, and property owners received postcard notifications for the meeting.

Community Engagement

OliverBuchananGroup is committed to an inclusive and transparent planning process. We hosted a successful community open house giving neighbors a chance to experience Rock Drill RiNo first hand and have led hundreds of site tours to help us understand the community’s needs and aspirations for the site.
